I wasn't impressed with the one I received, it had a hole in the side of pot. It's very thin,cheap, but that's why the price is so low, I may work for you

Do the drainage holes have to be "punched" open or do they arrive open?

The holes are open and there is very good drainage. I have four of these pots, 2 large and 2 smaller. Very good looking.
