Is it suitable for any wallpaper or only for 'paste the wall' wallpaper?

It's designed for paste the wall papers. While you could use it for paste the paper application, the results may not be as good as using the proper paste.

Is it a ready mixed paste that you apply straight from the packet or do you have it mix it with water?

The instructions are on the packet and yes it does have to be mixed with water.
