Impossible to answer as it depends which size you are making and type of material as stripes will take more.

Have a good read of instructions, Iron the pattern and fabric, in advance ( always ) Make sure your straight grains are set correctly, once the pattern pieces are cut out, mark all your Tailors tacks, snip the loops line Tailors tacks open. Machine stitch and then iron to the instructions My Grandmother never had a sewing Machine she insisted every stage was to be Ironed and clothed all of us for years

If you look on the back of the pattern. What ever sizes are shown along the top these are covered in the pattern. If the sizes on on the front ie 10 to 16 these are covered in the pattern. Hope that's helpful.

I’d say this is a mid skilled sewers level. I certainly wouldn’t try it as a first time dressmaker, but if you’ve made a few, it’s fairly simple.
