Will the camera formate the cd card

Yes, the camera has a setting to format the SD card. Be sure it's a full size SD card. I have a 32 GB Class 10 card (minimum write speed of 10MB/s -- this is the fastest of the 4 class system) and USH-1 (Ultra High Speed) which has a bus interface of up to 104 MB/s. It formatted with the touch of a button and worked perfectly from the get-go.

How hard is it to view the pictures this takes? Do I have to pull the camera down and open it up?

The 2" playback viewer is inside the camera, so yes, if you plan to view in the field you will need to open the camera. Even if you choose to remove the SD card and view it on a computer or laptop, you need to open the camera to remove the card. Also, to use the cable, you need to open the camera. There are handheld stand-alone viewers for playback on a 4-5 inch screen, and you can buy adapters to insert the SD card into, and plug into your smartphone for viewing in the field, but all of these require opening the camera to access the files.

Does it require Wireless provider subscription?

No it does not. Mine are out on my farm and there is no wifi anywhere close. It does fine getting pictures and video

What is the ip rating for this camera?

I am not sure of the IP rating bit mine has been outdoors continuously since I purchased it over a year ago and there have been no problems with water incursion.
