Thin hacksaw is easiest, or a bandsaw. I wouldn't recommend a knife - the hinges are too thick.

This cord cover is for hanging on a wall. Is your dog chewing on a cord that hangs against a wall? Do you think that if you hung this on a wall, your dog would chew right through this to get to the cord? Maybe you'd be better off by applying something distasteful to your dog on the cord. Is there anything like that? Maybe something bitter like hair spray. Not sure.
