How is this tool creating enough force to break a window? Other tools have long handles and a carbon metal tip. What's the difference?

Try it against your thumb, Don't! I did and flew 10 feet away in pain...! Once pushed against the glass, it's internal sharp pin is activated and the force back breaks the glass. I tried it on my thumb by accident, and will never again doubt this little tool. I have plenty.

Should I keep one with my motorcycle?

Depends on your perspective. You won't need to break glass or cut a seatbelt to escape a motorcycle. I you're interested in being prepared to help a crashed cage driver to escape, this is a great tool to have with you.

States reusable, I used it and it does not reset, how can I reset it?

I'm not sure what happened, but if you pushed in the top black part it pops right back out, unless you didn't push it far enough. There is nothing else to reset. The blade should still be in the same place.
