will it stainless steel of 1mm ?

As of yet, I have not cut any stainless steel with it, so I can not answer your question for sure, but all the other metals I have cut with it,like roofing tin, steel mash and others, it did cut them with ease!

Does the handle come off?

If you look at the picture of the tool, the little metal piece on the right goes into the drill like a drill bit or a Phillips bit. The odd shaped things on the left of the picture are the cutting heads. When you place the little thingie on the right I go the drill and pull the trigger, if you are not holding the handle firmly (that is the red thing on the top of the tool) the cutter the cutters will not work to shear off the metal. Which is what you bought the tool for, the tool will just spin around at 900 -1200 rpm and you have now created a new type of weapon. This is a very good tool that we do not want the government to ban.

Will this cut a stripped bolt?

No this is made for sheet metal
