What does the 25,000,000* mean? this is exactly like a 14,000 volt pen sold under the name night watchman.

Hi. That's a great question. The 25,000,000 is the model number. When it comes to stun guns, Volts is not what you should be concerned about, the AMPS are what counts. This gun averages 2.5-3 amps. The other important thing to look for when comparing Stun Guns is the warranty. Ours comes with a life time warranty.  I hope this helps.

Why can't this be mailed to the USA?

Even though it's legal to buy a stun device in Washington State it is illegal to carry it in public places and schools. Go figure. In other words it's only legal to carry one on your property and not in public. Since the company selling them doesn't want a potential lawsuit they probably are using caution. Also you have to be 18 to buy one.  You could ask a friend in another state to buy it for you and then mail it to you.
