Can the strings be fastened, then opened and re-fastened again?

No - they're like a tiny little zip tie - once fastened you'd have to cut them off. But they give you plenty of them, so you'd probably have enough if you wanted to replace a few.

I believe there are 96 tags in the package. I've already printed mine out and taken them apart, so I can't double-check for sure.
