Yes, it is a simple push button secondary lock. If you look at the item picture, you will see a long bar with grooves in it at the top of the lock, that is the secondary lock bar.

Does the plastic on this cuff go all the way to the hinge point, or is the cuff steel and the plastic just at the bottom near the keyhole?
