Q for seller only please - can i boil only one cup of water, or is there a minimal fill line? is there a smaller (2-cup) size kettle?

I'm not the seller, but, can answer part of your question. Inside the carafe are fill lines. The lowest line is at .3 liters which converts to 1 1/4 cups. Half full would be about 2 cups. Not sure if they have a 2 cup model.

Is the outside painted black? Is the outside stainless steel?

The outside is plastic that does not come in contact with the water; only the internal wall of stainless steel does.

how wide is the base?

The base is 145mm or a little less than 5 3/4" .

Is this newer model secura really 100% stainless steel? even the inside of the lid?

I have used the Secura kettle for a couple of months, wiping it dry after use and the metal under the lid and within the kettle itself has maintained its luster. I surmise the metal is stainless steel as advertised. Contact the maker to learn if it is 100% stainless steel or not. I am satisfied with the Secura kettle.
