Is the bill is palstic?

Hi. The bill is not plastic - it is made out of the same fabric as the hat.

I purchased the gray one. It is not green at the bottom.

What color is underneath the bill on the orange hat with the black bill?

It used to be green but the manufacturer now makes it in black. If you order from us you will receive the black under bill.
